В статье обоснованы необходимость использования международных стандартов и лучших мировых практик для развития индустрии электронного обучения и модернизации российского образования. Акцентировано внимание на необходимости дальнейшего развития законодательной базы и создания комплекса национальных стандартов, гармонизированных с основополагающими международными стандартами и учитывающих специфику российского образования. 

The article proves the need of using the international standards and the best world practices for development of the industry of e-learning and modernization of Russian education. The attention is focused on the need of further development of legislative base and creation of a complex of the national standards harmonized with fundamental international standards and considering specifics of Russian education.
