Цель статьи представить авторский метод исследования компетенций, необходимых хозяйствующим субъектам для развития цифровой экономики. Широкое использование гражданами мобильных вычислительных устройств в своей повседневной и профессиональной деятельности, рост интернета вещей, накопление больших объемов данных, совершенствование и появление новых информационных технологий (ИТ) открывает новые возможности для ведения экономической деятельности при условии владения субъектами компетенциями цифровой экономики.
Материалы и методы. Исследование проводится на основе анализа тенденций развития ИТ и вариантов их применения в различных видах экономической деятельности. За основу был взят подход линейного программирования, позволивший представить множество компетенций в виде матрицы. Информационную базу исследования составили используемые в экономике и науке методологические подходы к исследованию цифровых компетенций, а также данные отчетов ведущих консалтинговых компаний.
Результаты. Разработан авторский метод к исследованию компетенций субъектов цифровой экономики как множества знаний и умений по применению современных ИТ для решения актуальных задач экономики. Метод исследования состоит в структурировании множества в виде матрицы, размер которой определяется количеством современных ИТ и видов экономической деятельности. Значения в матрице отражают количество компетенций субъекта по использованию определенной ИТ в конкретном виде деятельности.
Заключение. В современных условиях цифровизации общества цифровые компетенции представлены большим набором знаний и умений. Применение одной ИТ в разных видах деятельности решает разный набор задач, а компетенция предполагает способность субъекта решать контурную задачу с использованием ИТ. Множество компетенций будет постоянно расти по мере развития цифровой экономики. Ограничение его перечнем универсальных компетенций приведет к быстрой утрате его актуальности для экономики. Разработанный метод позволяет проводить исследования обеспеченности субъектов экономики необходимым компетенциям, выявлять области, в которых необходимо формирование новых компетенций или их адаптация из других видов экономической деятельности.
The purpose of the paper is to present the author’s method to study the competencies required to organizations for the digital economy development. The widespread use of mobile computing devices by citizens in their daily and professional activities, the growth of the internet of things, the accumulation of Big Data, the improvement and emergence of new information technologies (IT) open up new opportunities for conducting economic activities, provided that the subjects possess the competencies of the digital economy.
Materials and methods. The research is based on the analysis of IT development trends and options for their application in various types of economic activities. The approach of linear programming was used as a basis, which allowed us to present a bunch of competencies in the form of a matrix. The information base of the study was made up of methodological approaches used in economics and science to research digital competencies, as well as data from reports of leading consulting companies.
Results. The author’s method has been developed for studying the competences of digital economy subjects as a large set of knowledge and skills for using modern IT to solve current economic problems.
The research method consists in structuring the bunch in the form of a matrix, the size of which is determined by the number of modern IT and economic activities. The values in the matrix reflect the number of competencies of the subject to use a specific IT in a particular type of activity.
Conclusion. In modern conditions of digitalization of society, digital competencies are represented by a large set of knowledge and skills. The use of one IT in different activities solves a different set of tasks, and competence assumes the ability of the subject to solve a certain problem using it. Many competencies will continue to grow as the digital economy develops. Limiting the bunch of competencies to a list of universal competencies will lead to a rapid loss of its relevance to the economy. The developed method makes it possible to conduct research on the availability of organizations with the necessary competencies, to identify areas where it is necessary to form new competencies or adapt them from other types of economic activity.
