The rapid penetration of information and communication technologies in the life of society, the spread of personal computers at the end of the last century, new challenges and the education system, in particular the introduction of new educational technologies in the educational process.Increasingly popular was the use of "distant", "computer", "remote", "e-learning", "online learning".As a consequence of this process, in the scientific and educational community there was a need for research and publication of the results in this area.In 1996, by the Order of the Russian Federation State Committee for Higher Education the Scientific and Methodological Council for Distance Education in Economics and Management was established.By the Decision of the Council, as a discussion platform and for exchanging of experiences scientific and practical journal "Distance education" was established based on the Moscow State University of Economics, Statistics and Informatics.Vladimir Tikhomirov became the Chief editor of the journal.
With the development of information technology, the concept of distance education could not include the whole spectrum of opportunity.In 2001, the journal changed its name to "Open Education" and expanded themes of published scientific papers.
Since 2016, the journal founder is the Plekhanov Russian University of Economics.
Chief editor is Yuriy Telnov, Doctorate of economic sciences, professor.
The editorial board consists of both domestic and foreign scientists conducting research in the field of development and introduction of new information technologies in the educational process.
The journal is registered by the Federal Service for Supervision of Communications, Information Technology and Mass Media (certificate of registration of mass media ПИ №ФС77-65888 from 27.06.2016)
Journal «Open Education» is involved in the List of the Russian periodical and research issues, in which the publication of PhD (candidate and doctoral degrees) works are recommended (VAK). The journal is included in the system of the Russian Science Citation Index (RISC) (http://elibrary.ru/title_profile.asp?id=8967).
