THE WORLD OF E-LEARNING STANDARDS
The article proves the need of using the international standards and the best world practices for development of the industry of e-learning and modernization of Russian education. The attention is focused on the need of further development of legislative base and creation of a complex of the national standards harmonized with fundamental international standards and considering specifics of Russian education.
E-learning theme is becoming more and more popular among Russian readers and acquire a suitable place in discussions on pages of specialized journals in the sphere of information technologies and journals and magazines traditionally oriented towards education issues.
The article considers questions of harmonization of requirements of professional standards and federal educational standards, the international standardization of information models of competences, an electronic portfolio, protection of personal information, development of the national standards harmonizing requirements of the Russian legislation and the international standards.
The article discusses development mechanisms of internal e-learning quality assessment system, an analysis of foreign and russian e-learning standardization practice features. The article considers the information models of e-learning resources requirements description and of the learners’ personal needs and preferences description. It presents the framework and the interconnections between the national and international e-learning content accessibility standards for different groups of users, including the ones with physical impairments.
The spreading of university management and e-learning systems demands of effective development of standards, regulating the interface of their interaction for efficient data exchange about students, their studying trajectory, subjects of studying content and current progress.
Some issues on increasing education process efficiency as a result of usage of developed system of training electronic tests are considered. Some problems of standardization of educational tests are discussed. A particular technique of effective training tests development is shown, followed by analysis of the results of applying the training tests in the educational process, focused on small groups of students.

This article observes modern approaches and standards in the domain of metadata for electronic educational resources of the new generation. The basic provisions of the international standard ISO/IEC 19788 are discussed in detail, the article contains requirements for the specification of the metadata element. It also deals with the necessity of establishing a national profile of requirements for electronic learning resources, harmonized with international standards and taking into account the specifics of the Russian educational system.
The article considers the main statements of the international standard ISO/IEC 24763, that defines the requirements to the competency framework and to the competency information management, description, evaluation and merging methods in different IT-systems. The necessity for competency evaluation IT-systems development is considered in terms of advanced staff training, creating e-portfolios and career development.
The application of plastic cards has been widely increasing in various fields of life, business and education. They have already become up-to-date and convenient attribute of our daily life. There are emerging more and more areas where they can be used in a convenient and practical way. Contactless smart cards can be used in access control in the educational systems. This article gives an overview of existing standards dealing with contactless identification smart-cards. All standards covered in this article are developed by the Federal State Unitary Enterprise VNIINMASH jointly with TC 22 «Information Technology» based on their own authentic Russian translation of international standards.
