Abstract

The purpose of the paper is to present the author’s method to study the competencies required to organizations for the digital economy development. The widespread use of mobile computing devices by citizens in their daily and professional activities, the growth of the internet of things, the accumulation of Big Data, the improvement and emergence of new information technologies (IT) open up new opportunities for conducting economic activities, provided that the subjects possess the competencies of the digital economy.

Materials and methods. The research is based on the analysis of IT development trends and options for their application in various types of economic activities. The approach of linear programming was used as a basis, which allowed us to present a bunch of competencies in the form of a matrix. The information base of the study was made up of methodological approaches used in economics and science to research digital competencies, as well as data from reports of leading consulting companies.

Results. The author’s method has been developed for studying the competences of digital economy subjects as a large set of knowledge and skills for using modern IT to solve current economic problems.

The research method consists in structuring the bunch in the form of a matrix, the size of which is determined by the number of modern IT and economic activities. The values in the matrix reflect the number of competencies of the subject to use a specific IT in a particular type of activity.

Conclusion. In modern conditions of digitalization of society, digital competencies are represented by a large set of knowledge and skills. The use of one IT in different activities solves a different set of tasks, and competence assumes the ability of the subject to solve a certain problem using it. Many competencies will continue to grow as the digital economy develops. Limiting the bunch of competencies to a list of universal competencies will lead to a rapid loss of its relevance to the economy. The developed method makes it possible to conduct research on the availability of organizations with the necessary competencies, to identify areas where it is necessary to form new competencies or adapt them from other types of economic activity.

Abstract

The aim of this work is an attempt to unify the educational process management processes using non-standard tools, namely the earned value management (thepractice of project management). This attempt is explained by: on the one hand, the situation that has arisen in higher education, namely, an increase in the share of independent work when students study disciplines (with a constant, and more often increased need to maintain the same volume of the content of the discipline); on the other hand, a restriction on the use of “classical" forms and methods of conducting training sessions. This has become possible, thanks to the widespread use of information and communication technologies both from the perspective of one, who gives knowledge and from the standpoint of this knowledge receiving and, if necessary, “keeping the brand" —г that is as before, to train specialists corresponding to the professional competencies of the future teacher, who would give the opportunity to correctly respond to pedagogical problems in the real conditions of the educational process.

Materials and methods. Any process, including educational, involves its control and management. The first attempts to evaluate the commercial activities of educational institutions were made abroad back in the 90s of the 20th century. In the works: M. Fullan (1991), Hargreaves (1994), Day (1999), Clark (2000), Kirpie (2007), Florisela, Ibanescu (2008) — the risks of the implementation of educational services are assessed. Russian scientists also contributed to the development of university management theory. We relied on the work of the following authors: V. Krichevsky, N. Rodionova, A. Tryapitsyna, I. Novikova (2008), L. Mazelis, K. Solodukhina (2012). We examined the methods from the field of project activities and tested one of them (earned value management — authors: E. Kolosova, D. Novikov, A. Tsvetkov (2000), Quentin Fleming and Joel Koppelman (2002)).

Results. The application of this method allowed us to prove that it is a simple, convenient and effective tool with which you can really manage the educational project — the study of the discipline “Information Security in an Open Education System".

Conclusion. Using classical pedagogical techniques and methods, you can certainly achieve a lot, but we have found a way that makes it easy to find bottlenecks in an educational project. This method is effective when used, can be transformed to any subject, and is clear in execution. Once again, the idea is confirmed that the experience of solving problems, taken from other unrelated areas, can be successful and enriches the theory of pedagogy.

Abstract

The aim of the study is to identify the factors which determine the demand and possibility of integrating e-learning — mainly, video and online courses - into the teaching process of Plekhanov Russian University of Economics (PRUE). The problem area is discussed from the positions of lecturers and students. The hypothesis is based on the assumption that online techniques are positively perceived by both sides, despite a number of limitations which reduced professors’ enthusiasm for expanding the scope of traditional teaching methods. The necessity to find out the motives and clarify the arguments for and against the use of online and video technologies is aimed at solving the practical problem of maximizing the potential of the university in the modern educational environment. The results of the study allow developing recommendations for the creation of effective programs, which should include transparent motivations as well as effective instructions and schemes of work and interaction between departments, lecturers and students of the university, contributing innovative processes in higher education.

Materials and methods include the creation of a theoretical background based on published assessments of Russian and foreign experts regarding the development of Smart Education, as well as on existing examples of effective use of e-learning in universities, and critical study of this experience, taking into account the specifics of PRUE. The field study was conducted by means of a survey of university faculty and students. The content of the questionnaires for each group (lecturer/student) was determined by the purpose of the study adjusted for specifics of each party. The methodical approach allowed to build an objective picture of the perspective and readiness to increase the application of e-learning approaches in PRUE.

The study results demonstrate a generally positive attitude of students and professors to the introduction of e-learning in the process of teaching in PRUE. At the same time, a certain amount of skepticism and critical reaction of lecturers to the spread of the online component in the educational process has been revealed. The paper provides specific data on the lecturers’ concerns associated with the expansion of e-learning tools in their work. The main problems relate to the need for personal adaptation to the digital space, misunderstanding of the principles of enshrining authorship and recording virtual courses in academic workload, etc.

Conclusion. Identified factors of the greatest influence on the perception of online and video tools by students and lecturers at PRUE reveal several difficulties concerning the development of educational technologies. However, they are mostly. Appropriate increase of the online component in the structure of academic discipline, the offer of various forms of interactive, mastery of the skills of applying the latest technical achievements represent today the most important elements of the progressiveness of the higher education. The conclusions of the study are proposed for consideration in the development of Plekhanov University’s plans related to the innovative tasks of the university.

Abstract

A stable trend in modern education is the transition from traditional or face-to-face learning to blended learning by introducing new online tools into the educational process. The complexity of converting traditional academic disciplines into a blended learning format arises from the need to simultaneously develop two interconnected and at the same time qualitatively different components (traditional and online). A correct balancing of the traditional and online components of blended learning allows making the educational process more comfortable and adaptable to the needs of every individual student. The solution of this problem largely depends on specific features of different academic disciplines. In this paper we propose a solution for basic mathematical disciplines taught to students with disabilities at Bauman Moscow State Technical University.

The purpose of the study is to find the optimal organization of the process of studying higher mathematics by students with disabilities at Bauman Moscow State Technical University in the framework of blended learning, combining elements of the traditional teaching in the classroom and elements of online learning.

Materials and research methods include the analysis of scientific and methodological literature on blended learning, the preparation and implementation of electronic training materials and teaching aids, the analysis of student performance and feedback, as well as the subsequent educational process adjustment based on the data received.

The result of the study is the creation of a balanced two-component structure of the educational process in the framework of blended learning. The traditional component includes lectures, seminars and classroom consultations, and the online component consists of electronic training materials and communication tools via the Internet (email and a means of online consultations). Special hardware and software make online consultations similar in effectiveness to traditional classroom consultations. Every student at any place with access to the Internet is able not only to see and hear other participants of the online consultations, but also to see their notes and, in turn, show them his/her own notes made by hand on a regular sheet paper. The introduction of the online component into the educational process allows reducing the high learning rate typical for traditional learning and making it more acceptable for students experiencing certain health problems.

Conclusion: the results of the study are used during classes in four mathematical disciplines: mathematical analysis, analytical geometry, linear algebra and integrals with differential equations, which are taught to students with disabilities in the first and second years of study at Bauman Moscow State Technical University.

Abstract

Today, one of the highly discussed topics is the impact of global digitalization on the evolution of humankind. Although the widespread introduction of digital technology is considered to be effective and profitable, it requires competitive professionals, who think creatively, have necessary skills in working with modern technology, and are ready to master new knowledge, self-education, and self-development. The study is carried out as a part of the project AP05130982 “Semantic Impact of Programming on the Development of Computational Thinking of Students", which is being conducted at the National Academy of Education named after I. Altynsarin with the support of the grant from the Ministry of Education and Science of the Republic of Kazakhstan. The semantic influence of programming on the development of computational thinking implies that with continuous learning to program, that requires high level of abstraction and logic, repetition of experimental verification actions (automatism), visual representation of results, and the work with the elimination of syntactic and logical errors have a significant impact on the development of students’ mental abilities.

Purpose is to study the semantic influence of knowledge and programming skills on the development of secondary school students’ computational thinking in the context of programming training.

Materials and methods. The scientific and methodological basis of the research are: the provision on the zone of proximal development in the theory of activity (L. Vygotsky), principles of the theory of thinking (J. Piaget, J. Bruner), the concept of learning on micro worlds, which represent some models of the real world (S. Papert), elements of the theory of computation, theory of algorithms and programming (D. Fink, D. Knut, N. Wirth and others).

The empirical data on the study of the semantic influence of programming on the development of mental abilities of primary school students in the process of learning programming (Scratch) were obtained using a specially developed technique (framework) for studying the dynamics of the development of computational thinking. This method is developed on the basis of a tiered approach to assessing the acquisition of knowledge and information (B. Bloom, V. Bespalko).

The study used general scientific methods of analysis and synthesis, generalization, abstraction, methods of grouping and classification of data, and statistical methods.

Results. A generalized structural interpretation of computational thinking and a hypothetical model of the semantic influence of programming on the development of computational thinking of students in schools have been developed.

Preliminary conclusions were drawn that the level of digital competence of a modern teacher, his ability to integrate useful knowledge and interdisciplinary skills in the global information and educational space, as well as ensuring the continuity of the learning process, are ofparticular importance in the process of creating modern digital skills that contribute to the development of computational thinking at all levels of education.

Conclusion. It is assumed that the results of the study of computational thinking (a generalized interpretation structure, a hypothetical model of the semantic influence ofprogramming, a framework for assessing levels) will contribute to a systematic and comprehensive study of many aspects of the development of computational thinking.

Abstract

Purpose of the study. Innovative platforms as an institute for the development of innovative activities in the education system are the technological basis for the formation of a regional innovation and educational network. The development and use of models of network interaction between educational organizations is an effective tool. The purpose is to describe the development of a regional model of inter-level network interaction of educational organizations and the results of its testing to disseminate the experience of creating innovative educational resources and the development of digital educational professional communities. The article discusses the main problems of development and improving the quality of education of all types and levels using digital technologies in Russian system of education.

Materials and methods. The methods of analysis and comparison of domestic and foreign theory of the development of the educational system are used. The study of the model of innovative pedagogy as means of adapting the education system to the new challenges of the 21st century helps to identify effective methods of improving in the implementation of innovative projects and programmes, using information and communication technologies in the modern system of regional education through inter-level integration. To study the effectiveness of the implementation of the network interaction model, we used the results of a survey of participants in the network professional community of regional innovative educational platforms.

Study results. The study showed that the use of digital technologies, in particular, when creating new network resources for the interaction of regional innovation platforms, has a positive impact on the level and quality of implementation of innovative projects and programs. A model of the organization of network interaction of regional innovative educational platforms is presented, which shows that to a greater extent it helps to unleash the creative potential of teams of educational organizations located in rural areas. The level of involvement and motivation of all members of the community to set and achieve a goal, search for a collective solution and develop recommendations for improving the educational process in the online communication mode is increasing. The positive emotional influence of network interaction on productivity and quality of work, the mood of teachers is noted. A number of problem areas were identified in the process of creating innovative platforms, the elimination of which will contribute to increasing the efficiency of the digitalization process in education.

Conclusion. A significant contribution to the development of the regional education system is made by the activity of innovative platforms created with the aim of testing and further disseminating successful advanced pedagogical experience in the region. The proposed model of network interaction of regional innovation platforms shows the possibility of overcoming differences in the conditions of subjects of education to be combined in digital professional communities and contributes to the implementation of successful innovative teaching practices. The results of the study can be useful for institutions of educational development at the regional level of management and development of interconnection of participants in the educational process.

Abstract

The aim of the study is to increase the efficiency of information security management of economic entities that use Security Information and Event Management (SIEM) systems by identifying and solving the main problems of introducing these systems into the management of information security practices of economic entities [1-3].

Materials and research methods. Based on the analysis of scheme of the typical architecture of the SIEM system and the standard process of introducing the SIEM system into practice of managing information security of various types of economic entities, the main problems of the installation and configuration of the SIEM system are determined, and ways to solve them are substantiated. During the installation and configuration of the SIEM system, the team of customers and contractors may experience the following typical problems. The process of installing and configuring the SIEM system as part of a systematic approach is considered as a set of interconnected resource-based procedures that implement the installation and configuration of individual components of the SIEM system. Out of the whole set of these procedures, the procedures to be automated are determined. To determine the rational structure of the process of automated installation and configuration of the SIEM system, a method of network planning and management is proposed [4-5], which also allows you to evaluate the effectiveness of implementing the SIEM system in the practice of managing information security of economic entities based on the development and calculation of network schedules.

Results. In this work, we developed ways to solve the problems of introducing SIEM systems into information security management practice: simplifying the SIEM system, which is a rejection of rarely used modules and rebuilding the architecture of the SIEM system; automation of the process of typical installation and general setup of the SIEM system, which represents the development of a methodology for automating the procedure of typical installation and general setup of the SIEM system and software module that implements the developed methodology; a combined approach, which is a joint application of the two above approaches, which allows you to bring the SIEM system closer as a product to the “box" option.

The paper presents reasonable proposals for improving the implementation of the SIEM system, based on the development and application of automated procedures for the typical installation and configuration of the SIEM system, which reduces the time spent on the implementation of the SIEM system, increases the convenience of performing these procedures, and in general can lead to the “boxed" version of the solution for a product of this class of information security event management systems.

Conclusion. The proposed ways to solve the problems of implementing SIEM systems in the practice of managing information security of economic entities based on the optimization of the installation and configuration of SIEM systems can accelerate the distribution and implementation of information security event management systems and increase efficiency by automating standard installation procedures and SIEM system settings.
