Abstract

The purpose of research is the development of a distance training method to teach students to work with data, used in the training course of process approach to the enterprise management. A difficult point in teaching development of business-processes that involve the execution of business-process instances in the enterprise computer environment is the interaction of business processes with data in cases where process management is taught to students, studying in the field of business information technology or financial and accounting professions. As a rule, students of these specialties cannot singly install database servers on their home PCs for doing hands-on tasks by themselves and also do not have the necessary practical experience with database theory.

The use of free software in the course allows students to obtain practical skills of working with business-process management system and also to do tasks on distance just by installing the necessary software on their PCs (laptops). The completed tasks of the course are put on the campus or sent to the lecturer by the e-mail.

The method of teaching for the simplified work with data is based on the experience of teaching process subjects that has been obtained during four years in National University of Science and Technology MISiS and Moscow State University of Economics, Statistics and Informatics (MESI). The method has proved itself in practice. The solutions, which did not show good practical effects were not included in the method.

During the research the methods of work with data were determined and tested, allowing students of financial and accounting professions and also students, studying business information technology, to implement interaction of business-processes with data in learning process approach to the enterprise management. To reach the desired goal the free open-source software, used during the course, was modified.

The article shows the experience of teaching methods of simplified work with data, which were implemented in a free enterprise business process management system RunaWFE. The stated method allows to create and configure business object repository without the assistance of a programmer or a system administrator not only in educational but also industrial business processes on the phases of development and testing and it will be helpful for the students, who completed the training program, in their follow-up business activities.

Abstract

The purpose of this work consists in the conceptual analysis of a current state and the practical importance of some approaches to decision-making in the conditions of uncertainty. The article shows the approaches to decision-making in poorly defined and semistructured situations (objects, organizations), descriptions are presented in a linguistic kind in the form of expert knowledge, value judgment and hypothetical assumptions. Contingency, cognitive and semiotic approaches to support of decision-making in such cases are considered.

The material statement is based on the analysis of the Russian and foreign scientific publications under the considered approaches in the historical aspect. In the beginning the approach description in a statement of its founders is carried out. Then the short review, significant from the author’s point of view, modern theoretical and practical works in a considered direction in Russia and abroad is presented. Further the author’s point of view, concerning advantages, lacks, constructiveness and prospects of the considered approach is presented.

The analysis result is the basic ideas in a general view, a current state, an estimation of the practical importance of the considered approaches to decision-making. These results can be useful to developers of systems of decision-making support and lecturers of higher educational institutions as a methodical material in processes of students’ training in decisionmaking and artificial intellect areas.

Abstract

Information base of research consists of informational and methodological support (model of pedagogical measuring materials and evaluation model, bank of tasks and the results of their implementation during the period 2014–2016) in the field of study 38.03.04 (081100.62) state and municipal management (undergraduate level). Content analysis, statistical methods and tests are used in this research.

Directors of institutes and deans of faculties, heads of departments, academic staff and leading lecturers of universities, belonging to the Association of leading universities in Economics and Management, participated in the discussion of the pedagogical measuring materials as well as the lecturers, who are independent experts in the competitive commissions and the commissions on observance of requirements to office behaviour of state civil servants and settlement of interests’ conflict in state and municipal executive authorities. At the development stage it was organized the internal reviewing and mutual testing of tasks, independent review and expertize of the created pedagogical measuring materials were carried out by the specialists with an extensive experience in executive authorities.

The article is dedicated to the experience of independent assessment of quality for graduates of bachelor degree in the field of study 38.03.04 state and municipal management, the normative study assessment is given. The exam programme, the structure of pedagogical measuring materials and test results of students are analyzed. Examples of tasks are given.

The analysis of quantitative indicators of participation of Russian universities and students in the Federal internet-examination for the graduates of bachelor degree showed the exam demand and the public interest in information on its results, which can be used to make different managerial decisions with the purpose of improving the quality of higher education.

Abstract

Basic computer training is an important part of the fundamental training for engineers in each application area. The article shows that the purpose of such training has been always the formation of the basic theoretical concepts and practical skills to solve problems by programming with computers.

All the formation periods and the following improvement of basic computer training were analyzed by the example of the National Research University «Moscow Power Engineering Institute» (NRU MPEI). Special role of the structured programming technology is mentioned, the use of which allows you to effectively develop easy understood algorithms and computer programs with a minimal number of errors.

Particular attention is drawn to the serious methodological support in the 80th (the last century), the basic computer training of students by the Ministry of Higher Education of the USSR and the Research Institute of Higher School Problems. The important role of methodical councils of universities on the computer technology application to coordinate in those years the basic computer training at the University is mentioned. The article shows the new teaching methods of the main discipline with generally accepted today in Russia term “Informatics”. This method was developed in the National Research University «Moscow Power Engineering Institute» at the Applied Mathematics Department, providing the basic computer training of students in 1–2 semesters. This new teaching method has such a «reference point» as fundamental programming concepts «task – method of this task solution – algorithm for solving the task – computer program».

The main tasks of the discipline of the basic computer training were defined:

– formation of students’ formal logic, algorithmic thinking;

– learning of modern technology of structured programming, providing efficient development of algorithms and computer programs;

– formation of practical skills of designing algorithms of any complexity;

– learning of procedure-oriented programming languages.

The article analyzes some negative aspects, related to basic computer training and appeared in the last 15–20 years in the National Research University «Moscow Power Engineering Institute» and other higher technical educational universities of Russia, including:

– subjective diluting effect, changing the purpose and content of basic computer training and replacement by the other, «unconvincing» in the content subjects;

– lack of a unified program of discipline «Informatics» for higher technical educational institutions of Russia;

– lack of understanding of the specificity of very intensive work of lecturers, conducting such training, and the underestimation of their labor;

– insufficient current level of initial computer training for the secondary school graduates;

– lack of methodological interaction of higher technical educational universities of Russia among themselves and with the secondary school on basic computer training.

The article emphasizes that the basic computer training in engineering education in Russia will be in perspective realized in its classic historical sense of the word, if the qualified engineers, who are able to think logically and resolve efficiently any professional tasks, will be necessary for the country as before.

Abstract

The article is devoted to evaluating the quality of the pedagogical model for the students’ blended learning on the course «Health and Safety». A choice of the used technologies, forms, active and interactive methods in the learning process, learning tools is made; a new generation of multi-media resources is developed; the quality of teaching evaluation by blended learning model according to the process approach is carried out.

The purpose of the study was to assess the quality blended learning model with different ratios of classroom and e-learning component of students on the course “Health and Safety”.

Two groups of students were involved in the experiment:

1st experimental group (152 persons) were the students of all areas of training, learning on the course “Health and Safety”, using a blended approach. E-learning technologies were used to provide the access to information resources (electronic educational-methodical complex on discipline, placed in the electronic educational environment of the University), the organization of self-study, sending the lecturer coursework and examinations, passing the intermediate and final testing for the purpose of monitoring assessment of the knowledge quality. This kind of blended learning models («with a web-enabled learning») is characterized by the addition of electronic educational resources without reducing the hours of a traditional component.

2nd experimental group: (164 persons) – students enrolled in the course «Health and Safety» in the blended learning model. Students have been using the distance technology for self-study according to the curriculum – 80% of university hours. Personal communication («face to face») was with the lecturer during the session.

We have tested two groups of students who participated in the experiment (final control) via a module testing electronic environment. In order to assess the quality of blended learning model we used a process approach. An effective questionnaire method was used for self-analysis of pedagogical activity. Some indicators for monitoring of opinions on the quality of the learning process for the blended model, designed in the form of a questionnaire, were identified.

The pedagogical model of the blended learning course «Health and Safety» shows the structure of the pedagogical process: target, informative, organizational and activity, analytical and productive components.

A choice of the used technologies, forms, active and interactive methods in the learning process, learning tools is made; a new generation of multi-media resources is developed; the quality of education according to the process approach is made; the results of the mastering of the course «Health and Safety» in the two groups of students are demonstrated.

It is shown that the results of mastering of the course «Health and Safety» at different structural models of the blended learning are virtually identical. The successful mastering of the topic «Electrical Safety» requires the use of laboratory settings and simulators, as well as further study during the session in the classrooms. It is shown that a process approach, revealing the area for improvement, is applicable for making the self-assessment of the blended learning. We have received the high indicators of the quality training satisfaction for the blended model in both groups.

The high level of satisfaction with the quality of e-learning environment and placed in its electronic resources promotes organizing of education in the remote access.

Abstract

The aim of the research is to analyze the results of the implementation of network education module in Physics into the bachelor education process, which is carried out with the use of distance learning technologies and e-learning platform Blackboard.

In accordance with the Federal Law «On Education in the Russian Federation» at the present stage the organization of educational process for bachelors of engineering specialties of the University may be carried out through an integrated combination of traditional full-time study with the possibilities of distance learning technologies.

In order to realize the benefits of such an education the authors of the article have been already using e-learning platform Blackboard for four years. On the basis of e-learning platform Blackboard a number of network educational modules with the integrated point-rating system of assessment of learning outcomes were created. In order to improve the educational process, organized with the use of distance learning technologies, and making any necessary adjustments, the students were surveyed and the results obtained in the last two years were analyzed on the basis of the course of physics. The sample was made for those students who studied the course «Mechanics and Molecular Physics» at the Mining and Geology Faculty of Petrozavodsk State University. The comparison of the survey results with objective data obtained with the help of e-learning platform tools was made.

The results of the research have shown, that it was possible to organize the systematic work of students during the semester on all proposed educational activities, to provide the students with self-study opportunities in the course of the semester, to motivate students to study physics, as well as to reduce the number of underachieving on this academic discipline. The use of point-rating assessment system was highly appreciated by the students and allowed to implement personality-oriented approach to learning, which combined motivation, ability to select individual educational paths and self-esteem.

The results have allowed to carry out the feedback between the subjects of innovative educational process, looking at it organization by the eyes of students and university lecturers. This has confirmed the correctness of the chosen approach to the complex organization of the educational process with the use of e-learning platform, network educational module «Mechanics and Molecular Physics» and point-rating assessment system.

On the basis of the results of the responses to the questionnaire and the results of students’ work with a network educational module, designed on the Blackboard e-learning platform, necessary adjustments have been implemented into the educational process and in the proposed means of assessment. It is advisable to continue working in this direction, summarizing learning outcomes for all engineering bachelor students.

Abstract

The aim of the research was to determine the sequence of the curriculum development stages on the basis of the system analysis, as well as to create models and information technologies for the implementation of thesestages.

The methods and the models of the systems’ theory and the system analysis, including methods and automated procedures for structuring organizational aims, models and automated procedures for organizing complex expertise.

On the basis of the analysis of existing studies in the field of curriculum modeling, using formal mathematical language, including optimization models, that help to make distribution of disciplines by years and semesters in accordance with the relevant restrictions, it is shown, that the complexity and dimension of these tasks require the development of special software; the problem of defining the input data and restrictions requires a large time investment, that seems to be difficult to provide in real conditions of plans’ developing, thus it is almost impossible to verify the objectivity of the input data and the restrictions in such models. For a complete analysis of the process of curriculum development it is proposed to use the system definition, based on the system-targeted approach. On the basis of this definition the reasonable sequence of the integrated stages for the development of the curriculum was justified: 1) definition (specification) of the requirements for the educational content; 2) determining the number of subjects, included in the curriculum; 3) definition of the sequence of the subjects; 4) distribution of subjects by semesters. The models and technologies for the implementation of these stages of curriculum development were given in the article: 1) models, based on the information approach of A.Denisov and the modified degree of compliance with objectives based on Denisov’s evaluation index (in the article the idea of evaluating the degree of the impact of disciplines for realization of competences was used); 2) models to define the sequence of subjects from curriculum: a) the models, based on evaluating the relationship between the disciplines, using simplicial complex theory, b) the models, implemented by means of information search, using the information retrieval language with the grammar, containing the system of predicates. To implement the models, the automated dialogue procedures were developed.

Models have been tested during the process of the development and the adjustment of the working curriculum for bachelor’s and master’s degree programs in the fields «System Analysis and Management», «Information Systems and Technologies», «Applied Informatics».

Abstract

Investigations related to educational technologies, ensuring the Investigations are related to the educational technologies, ensuring the formation and support of a system of mentoring of managerial staff on the basis of the «cascade» technology training. A new form of cascade training – academic cascade training when the educational institutions create a large-scale information and educational environment on the basis of telecommunication technologies to provide the institute mentoring support in the state bodies and organizations.

In comparison with the traditional mentoring (personal experience), students and graduates of the retraining system of educational institutions can transmit the knowledge and skills, acquired by them in the course of training, to the young managers and specialists of their organizations, thereby promoting further innovative educational potential of educational institutions through a system of cascading mentoring. For this purpose, in educational institutions an interactive educational environment is created based on telecommunication technologies, which allows you to create and develop a common information space, to simplify the procedure for communicating the mentors and trainees, to provide a wide access to the content. Telecommunication information technologies are not only a powerful tool, intelligent instrument and means of creating a cascade learning environment, but also an important factor in improving the entire methodical system of mentoring.

It is proposed the creation of a large-scale information and educational environment on the basis of telecommunication technologies for cascade training when the educational institutions may become a part of the mentoring institution. On the one hand, they prepare students, including both potential mentors, and on the other hand, using modern telecommunication educational technologies, they participate together with the students-mentors in mentoring activity in organizations.

Today, the full range of human activities entrusted to the personnel service of organizations. Educational institutions are involved only in the process of learning and, as a rule, stand apart from the rest of the personnel requirements of organizations (according to the principle: “We gave you the knowledge, and then you are by yourself…”). It is practically impossible to create a large-scale system of continuous development of managerial staff in the organizations without continuous interaction of personnel services in organizations, and educational institutions that have, both human and educational technologies.

It is proposed to extend the learning process of the educational institutions in the state bodies and organizations through a system of cascading mentoring based on telecommunication technologies. The structure of the e-learning system provides means of creation, management and delivery of the content, means of organizing the learning process and interaction support of the participants. E-learning system provides system view of the educational process, when the main unit is not the academic discipline, and the formed administrative competence, around which the complex process of interaction between students, lecturers, learners and educational institutions exists. In the Academy of Management this interaction is carried out using the remote control SharePoint LMS learning system, which provides the high-quality implementation of the educational process. In the cascade mentoring system the distance learning is based on the modern telecommunication technologies and means of remote access to the distributed databases and knowledge of scientific, technical and educational information. The most promising model in this area is the open education, the dominant trend in the development of which becomes the student-centered learning model, taking into account the individual, personal qualities of each student and is based on the advanced pedagogical and information technologies of distance learning.

Abstract

Now researches for creating an intelligent control system сonventionally refer to “neurocybernetics” or “black box cybernetics”. The first approach has not received a meaningful progress, because modeling of elements and structures of a brain has shown insufficiency of the modern knowledge of an alive brain.

Black box cybernetics means that for the reception of the intelligent system it is correct enough to reproduce observable results of the intellectual processes, besides, it makes no difference how these results are obtained. Insufficient speed of the existing computers is the difficulty, associated with the second approach. However, a huge variety of the intellectual activity displays forces to recognize, that the black box cybernetics is also doomed to fail, since all the features of intelligence cannot be taken into account.

In the present research, aiming at the principles’ development for functioning of the intelligent control system of a new generation, the following approach is applied: intelligent system behavior is correctly displayed by any psychological theory of the person, therefore, “cybernation” of some enough economical of them can have the universal intelligent system as the result. Analytical psychology by Karl Jung is chosen as the prototype theory.

From the four mental functions, offered by Karl Jung, in this case feeling and intuition are chosen, besides, that functions of thinking and sensation are left without in-depth analysis and are only superficially described. It is connected with the restrictions of the number of publications, and consideration of the given functions requires the significant amount.

The feeling function under the given descriptions by Karl Jung, develops the attitude of «egoism» of the system to subject – a thing, situations, to process, etc. However, as no attitude is valid action, the developed attitude for the observer is “the indicator” of the given function of the system, found in the knowledge base of “the natural operation” (or their sets), which can be applied to subject matter to get the features (positive or negative), acceptable in the current intellectual process.

The basic purpose of the intuition function due to the descriptions of Karl Jung, is “revealing of the possibilities, put in the subject matter”. As no “revealing of possibilities” specifically pursues the achievement of particular goals (settling of the problem situations in the intelligent system), then by the intuition action the system adapts to possible development of events, external for the system, or to adequate changes of its own condition.

By the joint action of the feeling and intuition the intelligent system has an opportunity to extend functioning in problem situations, i.e. at uncertainty – impossibility of use of rational thinking, as well as at “heavy” destructions of structure of the knowledge base of the system, having similar consequences.

Abstract

Activities of medical organizations assume the processing and analyzing large volumes of information to solve diagnostic and treatment tasks and management problems. An effective solution, related to collecting, processing and storing of the medical information, practical managing of information flows, short-term and long-term planning, economical, statistical and financial analyzing requires the use of special tools.

The purpose of this research is to determine the mathematical methods and to develop the tools for analyzing the efficiency of medical organization. The tools’ use will improve not only the efficiency of a single organization, but also the quality of the patient care in general.

The material of this research is primary medical information, stored on Microsoft SQL Server. Information processing is carried out on the basis of economic and mathematical methods and methods of mathematical statistics and decision theory. It is proposed to use such tools as automated control system of medical services’ cost management and health care economist’s workstation. Further processing is carried out in Microsoft Excel using pivot tables and macros. The statistical package Statgraphics is used for analyzing the efficiency of the group of medical organizations. This article has considered three components of efficiency – clinical, organizational and economic. Cost-effectiveness analysis was conducted on the basis of economical and mathematical methods and methods of mathematical statistics and decision theory in areas of cost analysis and evaluation of the resources use. The mechanism of classifying the efficiency of the activity of medical organizations on the structure of the cost of services was offered. The use of the research results allowed to develop the software that has a practical experience of successful applying in a number of medical organizations. The feasibility of the tools ’use to improve the efficiency of health care organizations was shown.

The expected effects of the introduction of tools to the work of medical organizations are the following: improving the efficiency and quality of health care by providing high-quality health information, reducing he time on paperwork, accumulating information in a structured and formalized form suitable for the further use. The economist’s workstation helps users to standardize workflows and information exchange, allows to analyze functioning capacity of the medical organization, doctors, offices, and receive a summary of the rendered medical services during the period. The automated control system of medical services cost management allows users to control the cost of services on the basis of the calculation of economically justified costs and labor resources.
