EDUCATIONAL RESOURCES
The article provides a detailed analysis of the Russian course-books for students of Economic Schools. The authoress exposes the discrepancies along with proposing the solutions. In the second part, the article possesses a brief description as well as highlights the advantages of the new online ESP course on Economics, Banking and Insurance for colleges. In conclusion, the authoress contemplates over the first findings the course appraisal suggests.
In the work we highlight need to transform the educational-methodical complex in Smart-EMC in the open education space. For example, the modular structure of the discipline of the Insurance is demonstrated the composition and features of the Smart-EMC. The author depicts methodical techniques for teaching in open education system.
QUALITY OF KNOWLEDGE
At present, the professional status of the teacher of distance education as well as his professional requirements and characteristics is not officially presented in Russian pedagogics: either his functions, or requirements to knowledge and requirements to qualification. Occurrence of such regulations will help to develop uniform requirements for preparation and retraining of the distance-learning teacher, specifications under the account and control of his pedagogical activity, new economic system of payment of the distance-learning teacher, adequate to its true expenditures of labor.
This article considers information-and-active approach in teaching foreign languages as a new approach in the sphere of modern pedagogy with the use of information and communication technologies in teaching practice. Furthermore, the work features changes in several aspects of teacher’s activity in modern information-based society.

NEW TECHNOLOGIES
The article discusses the term, date and reasons for appearance of distance education and different aspects of its development in Russia. The description and characteristics of Russian distance learning technologies are given. The peculiarities of modern Internet based distance education are outlined.
In this paper we consider two trends in teaching methods and tools chosen on the base of continuing education concept and challenges of the information society. Indeed, the modern post-school education requires improved efficiency and activity of training as it should or can be combined with productive activity of students. Here we discuss and analyze some trends of contemporary distance learning in order to include them into solution of lifelong learning problems.
RUSSIAN AND FOREIGN EXPERIENCE
The article covers the context and development of higher education professional educational program for Applied Informatics in Education which was created to answer the challenges of new ICT rich educational environment. The program was initiated to train the specialists for emerging E-Learning sphere having integrated competences in Technology, Pedagogy and Management. The paper outlines the process of setting the educational program goals, building the trained specialists professional portrait, target audience, learning content selection and structuring, used educational technologies for training and future educational program development perspectives.
Post-secondary access in Africa hovers around 6%, in part because there is a lack of access to physical campuses. In Phase I of the African Virtual University’s Multinational Project, 73 undergraduate courses were developed and published as OERs in English, French and Portuguese. These in turn were adopted and localized by African universities. While over 1.3 million downloads of the materials have taken place in the last 5 years, no attempt was made to harness the input of user to maintain or improve the courses. Seven years later, the African Virtual University will renew these courses along with another 50 or so in disciplines of high demand. But this time the AVU architecture will call for a sustainable approach to e-learning that challenges the 22 universities in 15 countries to not only help further develop the courses, but also to maintain them and sustain them across multiple languages.
This article discusses the potential role of crowd-sourcing in curriculum development, and sketches a preliminary architecture for building a community of practice to sustain e-Learning in Africa.
The article is devoted to searching the ways of effective development of modern electronic courses using smart presentations in teaching net technologies for university students considering difference in students’ input knowledge and their initial level.
