METHODICAL MAINTENANCE
The aim of the study is to provide an analytical description of the dynamics of the processes to form images in the cognitive system and their subsequent processing by the consciousness, as well as the study of the simplest characteristics of the quality of the cognitive system functioning in the form of the signal/noise ratio.
In accordance with the ideas of the cognitive theory, it is believed that images (schemes, categories, Gestalt, systems, archetypes, etc.) are firstly generated in the human brain and then processed by the consciousness.
These images are formed at random in time and are characterized by a random force of effects and subsequently processed by the consciousness.
The images are characterized by random numbers, the common interpretation of which is the amount of information corresponding to the appearance of a certain image. The times of appearance are points on the time axis; their number and position are random as well.
The work consists of a logically completed model including the following components:
• Justification of a statistical model of the appearance of effects during the operation of the cognitive system in the form of the Poisson point process, characterized by the intensity of occurrence of effects and the random values of those effects.
• Development of a mathematical model in the consciousness processing of the random effects in the form of reducing response function, which depends on the current time, the time of occurrence of effects and the magnitudes of these effects. To obtain applied results, exponential response function was applied and the analytical results for the mathematical expectations of the processed and not processed information by the consciousness were received.
• Introduction for consideration of the signal/noise ratio, characterizing the performance of cognitive systems in the presence of interference and study of its behavior in the situations with the presence of random background noise, regular and single impact of a large information capacity.
The use of mathematical apparatus of random point processes allows us to formulate a dynamic model of random effects and use it to investigate the cognitive systems. The results can be used, in particular, for planning a sequence of control actions in cognitive systems as well as for the formation and formalization of requirements for cognitive and intellectual organizational-technical systems.
EDUCATIONAL ENVIRONMENT
One of the key tasks of the present stage of the education system development in Russia is to improve the practical orientation of specialists’ training for the modern labor market. On the agenda, there are the issues of modernization of educational programs in the direction of a closer relationship between education and professional standards, which is the main purpose of this study.
Rapidly changing business needs, especially in the field of the booming ITindustry indicate the need for continuous improvement of mechanisms for the acquisition of new knowledge, abilities and skills of students, which in turn requires the development of special tools for the development of educational technologies. The article discusses the issues of flexible engineering education programs of higher education in accordance with the needs of the labour market, presented in professional standards. The methods of semantic modeling of informational and educational space, allowing to systematize the knowledge of the professional area in the form of conceptual models of ontologies and repositories of learning objects are offered as the methods of engineering.
As the result of the correlation analysis of the categories of existing educational and professional standards, the mechanism to overcome the contradictions between the language of professional competences of educational standards and requirements of the labour functions of the professional standards is proposed. The paper describes the characteristics of the knowledge and skills of educational programs in the categories: scope, sphere and types of tasks of professional activities.
The professional competences are differentiated due to profiles of training and types of professional tasks.
The proposed universal algorithm for the development of educational programs of profile training on the base of the analysis of generalized labour functions and labour functions of professional standards can be useful to specialists, involved in designing of the basic professional educational programs on a wide range of directions and profiles of training
The knowledge management (KM) development was closely associated with e-learning from the beginning. E-learning is a part of the knowledge management tools, which is widely used in companies and universities for the knowledge dissemination. KM methods are used in the system of education management to solve problems of innovative development for educational institutions. The main goal of knowledge management is to support the innovative activities of lecturers and researchers. The development of elearning courses is an example of innovative activity at the university. Elearning course contains the results of scientific and methodical activities of the Faculty, and it is a ready-made innovative product of the university. The technology and methods of e-learning have already became an essential support tool for the training process at the leading universities in Russia and in the world. The scientific novelty of the research is to identify the KM levels in the development of e-learning courses.
The paper shows KM levels in e-learning: individual, team, university, inter-university and global. There is a paradoxical situation in the academic environment. Many universities are willing to support free access to its educational content through the platform of open educational resources (OER), or massive open on-line courses (MOOC), however, the development of inter-university courses often is an initiative of self-organizing authors’ groups. The development of each KM level in the university is the basis for the complete work at a higher level. The determination of KM levels in the university allows to create a comprehensive strategy for e-learning, aimed at the creation of on-line courses and e-learning development, which is extremely important in the global information environment.
Now, there are processes of formation of a knowledge society – the Smart-society – are all the new features, which are characterized by obtaining a new effect from the use of information and communication technologies. The development of computers and communications creates the preconditions for moving the place of work out of the office space in the digital home. In these circumstances, more and more importance is given to the individual skills of the person, its ability to absorb a huge amount of diverse information, generate and innovate. Therefore, empowerment process for every professional who wants to be popular, it becomes continuous, becomes a constant need to learn and lifelong learning. In addition, requirements for the employees are changing, and the person must evaluate its relevance to society. This raises the question: how to evaluate the relevance? What is necessary for the Smart-society?
What to learn or re-learn? Focus shifts from classical training to personal development. Traditional methods and approaches to learning have stopped covering the needs of the knowledge. Instead of selecting a limited number of the templates, each person is faced with the necessity to configure your own unique personality, to increasingly use informal learning, providing the individual development.
The professional competence of the person in the Smart-society is formed in an interactive learning environment, using content from around the world, which is in the public domain. The assessment level of competence, identifying the need for professional development, early learning with the use of technology, provided by the Smart-education, are essential components of the formation process of professional competence of the person in the Smart-society. It is important to provide the compliance of the business metrics of employees to the content of the assessment test at the stage of internal validation for the purpose of timely identification of those competences, it is necessary to increase their level, and certification testing for confirming the level of professional competence of employees, which dictates the ethics of the Economy and Smart-society.
This problem causes the need to use the active and relevant content. In order to solve the global task it is necessary to promote development and to use open educational resources. Such active approaches to learning increasingly spread, as the creation of professional communities, the use of cloud computing, mobile communication development.
In the context of the professional standards’ implementation, the person should be prepared for such a certification and not pass it by trial and error. The person has to have a possibility to check and to develop the competencies. «Professional communities» can provide such a possibility, in our opinion. Professional community portal – is an effective tool for creating of the high quality and relevant content that can be used for the continuous development of competencies and the employers can submit their claims. Monitoring of competencies, including the monitoring in the centers of the qualification independent assessment should be carried out with the use of adaptive testing algorithms and test tasks continuously updated to meet the changing needs of the Smart-society.
NEW TECHNOLOGIES
The framework is made to provide tools to develop the integrated modular avionics (IMA) applications, which could be launched on the target platform LynxOs-178 without modifying their source code. The framework usage helps students to form skills for developing modern modules of the avionics. In addition, students obtain deeper knowledge for the development of competencies in the field of technical creativity by using of the framework.
The article describes the architecture and implementation of the Linux OS framework for ARINC653 compliant OS application development.
The proposed approach reduces ARINC-653 application development costs and gives a unified tool to implement OS vendor independent code that meets specification. To achieve import substitution free and open-source Linux OS is used as an environment for developing IMA applications.
The proposed framework is applicable for using as the tool to develop IMA applications and as the tool for development of the following competencies: the ability to master techniques of using software to solve practical problems, the ability to develop components of hardware and software systems and databases, using modern tools and programming techniques, the ability to match hardware and software tools in the information and automated systems, the readiness to apply the fundamentals of informatics and programming to designing, constructing and testing of software products, the readiness to apply basic methods and tools of software development, knowledge of various technologies of software development.
Smart-society -– a new quality of society. The greatest value to society will be represented by people trained by the new technologies or who require minimal resources to study up to the required level. Universities will use the smarteducational technology, that will require a new level of training the applicant and the other search engines, selection and motivation of applicants. The paper proposes a new model of selection of applicants to universities, which will improve the selection process of students, focusing on the management of individual educational routes learner, since elementary school.
The main beneficiaries are the selection system are applicants, potential employer, educational organization. The main core of the system -– its own route management. System functionality includes:
– monitoring of the environment (demography, economics, education);
– work with targets;
– analysis of the previous route and its correlation with the target;
– control and fixing the trajectory of learning;
– additional control and validation competencies as the demand for an employer or educational institution, and at the request of the trainees;
– forecasting and calculation of several route options, with a choice for the student’s request.
Taking into account the changes in society and the division of labor, as well as a set of really existing and planned information systems, we can conclude the feasibility of practical implementation of the proposed model. The development of such system of selection of applicants can contribute to:
– earlier determining of the future profession with the involvement of employers and educational institutions;
– early professional self-determination of applicants;
– improve the quality of education at the expense of formation of additional motivation to learn;
– possibility of operative management request to the construction or design of the educational program for the educational institution;
– optimization of the potential employer to find and included in the workflow of personnel responsible actual requirements;
– obtaining convenient tool predict their own growth to the employer in terms of creating and filling new jobs or the discovery of new promising markets.
EDUCATIONAL RESOURCES
In the last decade, information technology fundamentally changed the design activity and made significant adjustments to the development of design documentation. Electronic drawings and 3d-models appeared instead of paper drawings and the traditional form of the design documentation. Geometric modeling of 3d-technology has replaced the graphic design technology. Standards on the electronic models are introduced. Electronic prototypes and 3d-printing contribute to the spread of rapid prototyping technologies.
In these conditions, the task to find the new learning technology, corresponding to the level of development of information technologies and meeting the requirements of modern design and manufacturing technologies, comes to the fore. The purpose of this paper — the analysis of the information technology capabilities in the formation of geometrical-graphic competences, happening in the base of graphic training of students of technical university. Traditionally, basic graphic training of students in the junior university courses consisted in consecutive studying of the descriptive geometry, engineering and computer graphics. Today, the use of integrative approach is relevant, but the role of computer graphics varies considerably. It is not only an object of study, but also a learning tool, the core base of graphic training of students. Computer graphics is an efficient mechanism for the development of students’ spatial thinking. The role of instrumental training of students to the wide use of CAD-systems increases in the solution of educational problems and in the implementation of project tasks, which corresponds to the modern requirements of the professional work of the designer-constructor.
In this paper, the following methods are used: system analysis, synthesis, simulation.
General geometric-graphic training model of students of innovation orientation, based on the use of a wide range of computer technology is developed. The implementation of this model is based on the functional characteristics analysis of the applied technology training. We describe the use of a complex system of information technology in various forms of training. This shows the options for the integration of these technologies in the content of the sections of the students’ graphic training, as well as the efficiency of their use.
The materials can be used to optimize the learning process in technical universities both in the graphic training and other subject areas.
PROBLEMS OF INFORMATIZATION OF ECONOMICS AND MANAGEMENT
Major universities with a number of branches, located throughout the country, have joined Plekhanov Russian University of Economics and there was a problem of operational coordination of managerial decision-making, coordination of command and control of their implementation. The problem needed to be solved very quickly as many orders have to be issued in a short period. It was necessary to develop and introduce the electronic document flow system to provide coordination of the projects’ orders on the number of students at the university branches on higher education programmes, postgraduate and vocational secondary education, and ensuring legal validity of the electronic documents.
Cryptography techniques, encryption standard (National State Standard, Russian Federation legislation), university’s corporate network, electronic document flow system “DELO”, enhanced electronic signature services such as Crypto Pro CSP, CARMA and EDSIGN.
Electronic approval technology between the head University and its branches with the use of the enhanced unqualified electronic signature was suggested. Two ways of exchanging documents were developed and implemented in order to make the scheme work:
1) Sending documents via the corporate e-mail, using National State Standard encryption.
2) Document exchange via “DELO”, electronic document flow system.
The first stage has provided the document exchange, using the enciphered information with the enhanced electronic signature. At the same time, the problem of creating secure data channels between the remote university branches was solved. During the second stage, when the branches were introduced into the university’s corporate network through the secure data channels, they also gained access to the “DELO”, electronic document flow system. From the end of December 2014 up to November 2016, around 3000 orders, concerning the students were entered into the system.
This method was applied not only at the branches, but also at Moscow university grounds. It is used in a slightly modified way in the vocational education department, is now being implemented in Moscow colleges.
The use of the enhanced unqualified electronic signature and encryption methods has allowed to organise an efficient legal way of documents’ exchange between the head University and its numerous branches. The developed technology has solved the problem of meeting deadlines to issue the orders, concerning the students and had a certain economical effect, saving mail, transport and travel expenses.
Modern network society is based on the advances of information era of Smart, connecting information and communication technologies, intellectual resources and new forms of managing in the global electronic space. It leads to domination of network forms of the organization of economic activity. Many experts prove the importance of segmentation process of consumers when developing competitive strategy of the organization. Every company needs a competent segmentation of the customer base, allowing to concentrate the attention on satisfaction of requirements of the most perspective client segments. The network organizations have specific characteristics; therefore, it is important to understand how they can influence on the formation of client profiles. It causes the necessity of the network organizations’ research in terms of management of high-profitable client segments.
The aim of this study is to determine the characteristics of the market segmentation and to choose the key customers for the network organizations. This purpose has defined the statement and the solution of the following tasks: to explore characteristic features of the network forms of the organization of economic activity of the companies, their prospects, Smart technologies’ influence on them; to reveal the work importance with different client profiles; to explore the existing methods and tools of formation of key customer segments; to define criteria for selection of key groups; to reveal the characteristics of customer segments’ formation for the network organizations.
In the research process, methods of the system analysis, a method of analogies, methods of generalizations, a method of the expert evaluations, methods of classification and clustering were applied.
This paper explores the characteristics and principles of functioning of network organizations, the appearance of which is directly linked with the development of Smart society. It shows the influence on the Smart technologies in the development of the network economy and in the emergence of network forms of organization of economic activity. The review of the methods and modern tools of segmentation of customer base is given. The article offers the author’s interpretations of the peculiar features of client segments’ formation, specific to the network organizations.
