This paper defines the goals and problems of fundamental informatics, formulates principal laws of information universe and constructive bases of information objects and processes. The classification of semantics types of knowledge and skills is presented. 

In this article we suggest approaches to the solutions of the some private tasks within the actual problem – the realization of competence-based approach to higher education within third generation of the Federal state educational standards. The approach to the competence elements control tests creation hierarchical model forming is formulated, illustrating examples are given. The suggested approaches are in a probation stage of bachelors and masters basic education programs on 210700 «The infocommunication technologies and communication systems» designing and realization process at Perm National Research Polytechnical University. 

The current work presents description of implementation of didactic principles in teaching Mathematics to students of natural-science specialism in pedagogical universities. The model of school and pedagogical university integration, the vertical model of continuous mathematical activity of students, the structural model of mathematical training, the information and educational subject environment on mathematics of school - pedagogical university system are constructed. 

The paper considers creating animation of different kinematical devices in mathematical package Mathcad (steam engine, windscreen wipers, walking machine). Mathematical tools for solving algebraic equations and their systems are described. 

The article considers the functional options of software to conduct Webinars for applications that promote the use of distance learning technologies and its audiovisual implementation in the open educational space. 

The structure of multilevel ontological system is described in the article. This model is used for planning linguistic problems in the «OntoIntegrator» system. Ontological system includes the task designing ontology, model ontology and applied ontology. The model of ontology with reflexive core provides the ability to modify the structure of ontology in a dynamic mode. 

The article dwells upon a problem of building the educational process in the informational society. The factors influencing the educational process in the informational society have been identified. The model of the educational process of personalization of students’ education has been built. The educational technology “E-learning educational environment of personalization of students’ education” has been implemented and its efficiency was evaluated. 

In the course of market reforms in the Russian economy there has been a trend of weakening its educational potential. The problems of access to education and the possibility of payment have exacerbated. Delay in the development of innovative models and raw primitivization economy resulted in decrease of intelligence needs and the demand for qualified professionals. Further, there arose difficulties in connection with the transition to the so-called two-tier education system – «Bachelor – Master.»

On the basis of the circumstances mentioned in the article, the improvement of the Russian educational system in the direction of democratization and individualization of the learning process, referring to giving students a choice between different educational systems and modules, and various ways to improve students’ weight (the development of corporate education, the provision of learning opportunities created in the Russian branches of Western universities, the organization of NSO on market principles, the creation of youth discussion clubs, innovative student enterprises, competitions on market principles, the establishment of universities’ student avenues of glory, etc.). 

This article gives an analysis of the key activities of the life cycle of knowledge management in terms of the features of knowledge management in higher education. Based on the analysis we propose the model of the conceptual architecture of virtual knowledge-space of a university. The proposed model is the basis for the development of kernel intercollegiate virtual knowledge-space, based on cloud technology. 

This article analyzes the possibility of using criteria of importance for the taught material. It can be employed to differentiate computer science education for students at pedagogical institutions in learning at the humanities departments. 

The expediency of interdisciplinary integration in large-scale introduction of the competence approach is substantiated. The methodology for interdisciplinary integration is presented in the article. The authors demonstrate this methodology on the example of two disciplines: «The development and maintenance of information web-resources» and «Computer Graphics and Multimedia.»
